    José Antonio López-Monís joined the Habtoor Leighton Group (HLG) as CEO and Managing Director in October 2012, and oversees the operations of one of the region’s largest diversified construction groups.

    José has extensive experience in international construction having worked for Dragados, S.A. of Spain – one of the world’s largest construction companies and part of the ACS Group – since 1989.

    José has more than 20 years’ experience in the construction of major bridge, highway, tunnel, airport, port, flood control, rail and transit projects, as well as in the development and construction of multi-million privatization and public-private partnership (PPP) projects.

    Immediately prior to joining HLG, José was Dragados’ Director of Global Business Development, reporting to the Director General of Dragados, S.A. Prior to this he was Director of Dragados’ international division and was responsible for the management and operation of Dragados, S.A., and its construction affiliates, in international markets. He has also held senior management roles with the company in USA, South Africa, the Middle East, Colombia, Ecuador and Ireland.

    José holds a MS Civil Engineering from the Polytechnic University of Madrid, and is a member of the National Society of Civil Engineers in Spain.

    Khalil Mansour has more than 17 years’ experience as a finance and commercial professional, gained in the construction and engineering industries in both Australia and the Middle East.
     
    Prior to his role as Chief Financial Officer for HLG, Khalil was with the Leighton Group – most recently in the role of Commercial and Financial Director on the landmark Victorian Desalination Project for Thiess, and previously with John Holland, where he held national finance and commercial roles.
     
    Khalil, who holds a Bachelor degree in Electrical Engineering from the American University of Beirut, as well as an MBA from the University of La Verne, has worked with a range of major international companies including Consolidated Contractors, Alstom and Downer EDI.
     
    Khalil is a member of Engineers Australia and the Institute of Arbitrators and Mediators Australia (IAMA). Khalil is fluent in English and Arabic.

    Manuel is a civil engineer with a Masters Degree in Geotechnics & Structures, as well as 25 years experience in the development, proposal preparation, design and construction of large highway, bridge, and tunnel projects in Europe, Africa, North America and Asia – predominantly on design-build and private-public-partnership projects.
     
    Joining HLG in 2013 as the Executive General Manager of Pre-Contracts, Manuel has proven international management and contracting experience and the ability to direct a successful proposal and manage the construction of complex projects in challenging environments.
     
    Manuel’s most recent experience was the preparation of the winning proposal for the $1.3 billion SR99 Bored Tunnel project for the Washington State Department of Transportation; the expansion of Dragados’ presence into new markets across America; and Dragados’ development in the Far East markets.

    Manuel was a member of the construction joint venture board of the A13 Thames in London and the A1(M)/A1(T) between Darrington and  Dishforth (UK); a member of the design-build joint venture’s Executive Committee for the A30 in Montreal and the Platinum joint venture in South Africa; and vice-chairman of MRDC Op Co – the company in charge of the operation and maintenance of the Fredericton Moncton Highway in New Brunswick, Canada.

    Elias Zraicat joined HLG in 2012 from Leighton Asia, where he spent five years working on some of the largest and most prominent projects in the region, including the West Kowloon Terminus Station, Central Reclamation 3 and an Aviation Fuel Facility in Hong Kong, as well as the City of Dreams project in Macau.
     
    With over 30 years’ industry experience, 26 of which was with the Leighton Group in a variety of senior construction management roles, Elias has worked on a wide-range of building, telecommunication, process and infrastructure projects.  
     
    Prior to joining the Leighton Group, Elias worked in the Middle East for Civil Construction Gulf Company and Wilbur Smith and Associates.
     
    Elias graduated with a Bachelor of Science in Civil Engineering from the California State University in the United States of America, and has completed a graduate course in construction technology at the University of New South Wales in Australia.  Elias is also a member of The Institution of Engineers Australia.

    Tony Saadie has over 30 years construction industry experience in Australia and internationally. He has worked in various senior management roles with other major contractors including Transfield and Downer Engineering. In his various roles Tony has been responsible for managing design and construction and financials on a range of engineering, procurement and construction based contracts, including power stations, food processing, minerals processing, tunnels, bridges, petrochemical, high voltage transmission, telecommunication networks and high-rise building works.

    Tony joined the Habtoor Leighton Group (HLG) in 2007, initially as the General Manager of Al Habtoor Engineering Dubai, before taking up the role as Executive General Manager for HLG’s Qatar business.

    Tony has a Bachelor of Civil Engineering from the University of Sydney.

Immediately prior to joining HLG, Paul held the position of Middle East Regional Director for Bovis Lend Lease.  

    Paul has over 15 years experience in senior management roles with responsibilities that include operating as director and business unit leader with full profit and loss responsibility, building successful multi-cultural teams and interfacing at all levels within client organisations. Paul holds a Diploma in Construction Management and Economics, is a Fellow of the Chartered Institute of Building, (F.C.I.O.B.) and a Member of the Chartered Institute of Arbitrators, (M.C.I.Arb).

    He has over 30 years construction industry experience in the UAE, Malaysia and Australia and has worked in various senior management roles on a broad range of projects including commercial and residential buildings, petrochemical plants, roads, earthworks, marine and water treatment facilities.  Richard holds a Bachelor of Technology in Civil Engineering, a Master of Business Administration and a Bachelor of Laws with Honours.

    Andrew joined the Habtoor Leighton Group in mid-2008 as Group Commercial Manager within the Group’s Commercial and Risk Department based in Dubai, with responsibility for Qatar, Bahrain and HLG’s Associated Businesses.  In December 2012, Andrew was appointed to the role of General Manager – Commercial, Legal and Procurement.

    Andrew has a Bachelor of Science Degree in Quantity Surveying and is a member of the Royal Institution of Chartered Surveyors (MRICS), the Chartered Institute of Building (MCIOB) and the Chartered Institution of Civil Engineering Surveyors (MCInstCES), and is an associate of the Chartered Institute of Arbitrators (ACIArb).

    Chris joined the Habtoor Leighton Group (HLG) in May 2011, and is the General Manager - Safety and Systems.

    Chris was Commercial Director for Leighton International based in Kuala Lumpur, Malaysia for the last three years and took part in the negotiations with Welspun Corporation  that has recently seen them become a strategic investor in Leighton India.  

    He joined Leighton International after 19 years at BAM Nuttall Ltd where he was Regional Commercial Manager and gained significant experience working on major projects in the UK, such as the London Docklands Development and the Channel Tunnel Rail Link.  He also spent time in Australia working for BGC Contracting in both Perth and Port Headland building a railway for Fortescue Metals Group Ltd in the Pilbara.

    Chris has a Diploma in Civil Engineering from Dublin Institute of Technology and is a fellow of the Institution of Civil Engineering Surveyors.

    Harry has extensive international commercial management experience gained in the UK, West Africa, Oman, Hong Kong and the UAE in the building, civil engineering, rail and oil and gas sectors.

    Having held a variety of roles on projects and group-wide, including Quantity Surveyor, Commercial Manager, Contracts Manager, Project Director and Joint Venture board member, Harry has solid and varied commercial and risk expertise. 

    Over his 39 year career, Harry has worked for main contractors, clients and consultants for large international organisations including the Costain Group, Skanska Construction Group and Bechtel Limited, on major projects such as the Tsing Ma Suspension Bridge in Hong Kong, the Channel Tunnel Rail Link in the UK, and the development of major infrastructure works in Abu Dhabi.

    Harry joined the Habtoor Leighton Group in February 2011 as a Divisional Commercial Manager.  In March 2012 he transferred to Group Commercial and Risk as Group Commercial Manager, with corporate commercial responsibility for Saudi Arabia, Northern Gulf and Oman, before being appointed to the role of General Manager – Risk Management, in December 2012.

    Harry is a Fellow of the Chartered Institution of Civil Engineering Surveyors (FCInstCES).
